You have to be 96 to complete it if i remember right

You can only get them at Constantinople Battlefield which is a level 96 area and you can only get the drop if you're on the title quest.

I would take the title quest only if you are planning to lvl there only.
I heard the area is way to hard even for a lvl100 character.
